Blueprint for a 100-day action plan.
According to sources familiar with the matter, the 100-day agenda was prepared by bureaucrats and officials from Niti Aayog, under the supervision of the cabinet secretary, following the announcement of elections. The Viksit Bharat (Developed India) 2047 objectives will also undergo public consultations. India’s general election took place from April 19 to June 1, after which the BJP relied on its NDA allies to secure a majority. Prime Minister Narendra Modi unveiled his new council of ministers, including representatives from NDA partners, on Sunday, with portfolios being allocated the following day.
“A senior government official informed ET that these 100-day plans are being presented to the new ministers, and any suggested changes will be implemented accordingly.”
‘Some Ideas to Become Part of the Budget’
After receiving input from the ministers, the Niti Aayog and cabinet secretary will conduct a second round of discussions to finalize the plans.
Kuljit Singh, EY India’s investment banking partner and infrastructure leader, emphasized that the government’s initial 100 days should prioritize strategizing for each infrastructure sub-sector. “Key focus areas could include boosting private investments in railways, airports, and water and electricity distribution, which have seen limited private investment in recent years,” he stated. Singh highlighted the importance of involving ministers from relevant government departments in setting the agenda for the first 100 days, the five-year term, and Viksit Bharat 2047 plans, as these plans will require cabinet approvals.
Likely items on the immediate agenda include expanding support for electric mobility, facilitating measures for startups, enhancing power transmission and distribution capacity, finalizing the hydropower policy, addressing digital privacy concerns, and implementing the Bharatiya Nyaya Sanhita, which replaces the Indian Penal Code.
Several proposals, including the expansion of the Ayushman Bharat health program as outlined in the BJP manifesto, may find inclusion in the upcoming agenda, according to multiple officials. Additionally, the Viksit Bharat 2047 agenda for all ministries is slated for broader public consultation, aligning with Prime Minister Modi’s directives. This initiative aims to present the Viksit Bharat 2047 agenda to stakeholders, with selected ideas potentially integrated into the upcoming budget.
One official emphasized the government’s commitment to incorporating diverse perspectives, including those of college students and a broader segment of society, in shaping the Viksit Bharat goals. The goal is to ensure a comprehensive and inclusive approach to policy formulation, reflecting the needs and aspirations of the entire populace.
The proposed agenda encompasses a wide array of sectors and initiatives, including the expansion of electric mobility, facilitation measures for startups, strengthening power transmission and distribution networks, finalizing the hydropower policy, addressing digital privacy concerns, and executing the Bharatiya Nyaya Sanhita, which replaces the Indian Penal Code.
The Ayushman Bharat health program expansion, a flagship initiative aimed at providing accessible healthcare to millions, underscores the government’s commitment to bolstering public health infrastructure and improving healthcare access across the nation.
Furthermore, the Ministry of Information and Broadcasting (I&B) has requested other government departments to draft a 10-day plan of events aimed at promoting the priorities and deliverables of the Center. “The government intends to organize certain events within the next 10 days to a month, and the I&B ministry is soliciting input in this regard,” stated the first official.
Although the 100-day agenda was mostly finalized during the Lok Sabha polls, certain aspects are undergoing revisions to facilitate broader consultations.
“We aim to foster greater consensus on the objectives to ensure inclusivity in agenda setting,” remarked a third official familiar with the proceedings.
